Hazard, risk and worker participation: a practical review
Connect hazards, risk decisions, control choices and worker participation to actual work records.
Describe the task before rating risk
Separate the hazard source from the likelihood and severity of harm in the actual task. Record people affected, equipment, shift, work condition and contractor interfaces. A generic rating copied from another site can miss local exposure. Workers’ operational knowledge should inform the assessment, including non-routine work and relevant changes.
Test control choices with the people doing the work
For hypothetical machine maintenance, examine unexpected movement, access and isolation arrangements before assigning a low residual risk. Consider elimination and stronger controls before relying only on personal protection. Ask workers whether the method is usable and how uncertainty is escalated. Training attendance is not evidence that the task can be performed safely.
Keep participation and action visible
Record concerns, consultation, decisions, owners and follow-up effectiveness. Remove practical barriers such as inaccessible information or channels that discourage speaking up. Use incident and near-miss findings to improve controls; avoid default blame. ISO 45001:2018 remains published with a 2024 amendment. Its certificate does not transfer employer duties or promise an accident-free workplace.
Preparation and independent decision
ISO does not issue certificates. Verify the proposed issuer, standard and activity against any claimed accreditation scope. Consultancy cannot guarantee approval; the competent body evaluates evidence and makes the independent decision. The applicant implements the system and prepares procedures specific to its own operations and operating records. A certification enquiry to Kayra concerns actual activities, sites, application information, authority and impartiality risks; this role does not include designing or implementing the client’s system. A management-system certification body, other parts of the same legal entity and controlled entities cannot offer or provide management-system consultancy; separate contracts do not remove this restriction.
Official sources and application limits
The maintenance example is hypothetical. Duty and permission requirements depend on actual work and jurisdiction; competent authorities and employers retain their responsibilities.
