TSE HYB: Service Competence and Workplace Certification
Prepare HYB for the actual service, workplace, technical basis and evidence. TSE makes the certification decision.
Define the service and the workplace
HYB concerns the service activity and the identified workplace within TSE’s certification scope. It is not product CE, a TSE/TSEK product certificate or a general operating licence. Define actual work, product groups and address before confirming the relevant service standard or criterion with TSE.
One company name can cover different branches. A certificate for one equipment group does not automatically cover another address or service. TSE’s published 2024 activity report describes service-place certification against service standards and procedures; it is not a current universal document list or fee schedule.
Match evidence to the technical basis
From the current basis confirmed for the application, map each requirement to the task, relevant people and equipment, working practice and records. Qualifications, tools and measurements follow that basis. Another service category’s staffing numbers, room dimensions or documents are not universal HYB requirements.
For example, a workshop adds maintenance of a different equipment group. Its old staff list and tool inventory are useful inputs, but do not prove the added competence or test capability. Identify the new task, qualification/equipment gap and supporting service records before requesting the scope change.
Apply through the official route
Use TSE’s official BelgeNet portal for service certification. The authorised company representative completes its current authority and application requirements. A consultant’s access or uploaded draft is not a favourable certification decision. If the actual activity does not match a selection, ask TSE to confirm scope and procedure.
TSE evaluates and decides within its programme. The applicant provides accurate records and implements service conditions. Kayra can support contracted scope/evidence preparation and coordination; it cannot issue HYB, extend its scope or promise acceptance of deficient evidence. Separate preparation, TSE work and corrective implementation in the quotation and calendar.
Present the document actually required
The Ministry of Trade’s SSHYB is a separate after-sales service process for the relevant manufacturers/importers and their network. A station’s TSE HYB does not automatically establish completion of that Ministry procedure. Check the document the applicable regulation, tender or contract actually requests.
When presenting HYB, compare holder, service address, standard/criterion, scope and status with the proposed work through TSE’s official company search. A same-name document for another branch remains a mismatch. Send actual activity, addresses and complete records; fees, missing work and scheduling depend on confirmed scope.
