CERTIFICATION & COMPLIANCE GUIDE

PED: Pressure Equipment Scope and CE Conformity

A pressure-equipment project starts with the actual equipment and its limits. Scope, classification and assessment must agree before the manufacturer completes the CE route.

01

Define the equipment and the market

The EU PED concerns design, manufacture and conformity assessment of pressure equipment and assemblies with maximum allowable pressure PS above 0.5 bar, subject to its exclusions. Record the intended EU/EEA market, equipment function, fluid, PS, allowable temperature and vessel volume V or piping nominal size DN. An operating pressure alone is not the classification input.

Separate a vessel, piping, a pressure accessory, a safety accessory and an assembly. The assembly boundary matters because integration and protection against exceeding allowable limits require assessment; certificates for purchased components do not automatically cover the complete assembly.

02

Choose the applicable route

Check Article 4 and the relevant Annex II table using the equipment type and fluid classification. Equipment within Article 4(3) follows sound engineering practice (SEP), with adequate instructions, and must not receive CE marking under PED. Other EU legislation may independently require CE. Equipment subject to essential safety requirements follows a category-appropriate Article 14/Annex III procedure.

Hypothetically, a manufacturer buys a CE-marked air receiver and adds piping, a heater and a relief arrangement to sell a functional skid. Retain each component's evidence, but also examine the skid boundary, integration and protection. Refuse to describe the receiver certificate alone as approval of the new assembly.

03

Keep responsibility with the correct parties

The manufacturer establishes conformity, maintains the technical documentation and issues the EU declaration where required. A notified body participates only for its notified tasks and the selected procedure. Design records, material identification, joining evidence and final-assessment results must describe the actual manufactured configuration.

When contacting Kayra, state the product, target market and requested activity. Its permitted role, applicable authority and impartiality must be established before accepting work. This guide neither appoints Kayra as a PED notified body nor promises a certificate. Product conformity does not replace the operator's applicable in-service inspection duties.

Questions for this purpose

Does PS above 0.5 bar automatically mean PED CE?

No. Scope exclusions, Article 4 thresholds and the appropriate assessment route must also be checked.

Do component certificates cover an assembly?

They support the component evidence; the assembly's integration and protection still require the applicable assessment.

Can a consultant issue the manufacturer's declaration?

Preparation support does not transfer the manufacturer's conformity responsibility or create notified-body authority.
