SABER: prepare the product and the Saudi shipment
SABER separates product conformity from shipment conformity. Identify the importer, product models and applicable technical regulation before preparing the request.
Identify the applicable product route
SABER is the electronic platform; SASO is the Saudi standards authority. Start with the actual product, intended use, HS classification and Saudi importer. Determine the applicable technical regulation and any additional licence or mark. A commercial product subject to a regulation follows the product conformity route; a non-regulated product can require an importer’s self-declaration. Registration alone does not demonstrate compliance.
A product certificate does not cover every shipment
For regulated products, the importer submits model details and the technical file to a SASO-accepted conformity assessment body through SABER. The body reviews the evidence and makes the conformity decision. A shipment request then connects the eligible products to invoices, models, quantities and shipping country; regulated products require the relevant body’s approval. PCoC and SCoC are separate records with separate purposes.
Resolve model differences before dispatch
Example: the invoice names model B while the product certificate and test report identify model A. Establish whether B is covered and provide the required evidence; do not copy A’s certificate number to conceal the difference. Kayra can organise the file and coordinate responses. The importer remains responsible for its submission, and the accepted body retains its assessment decision. No guaranteed certificate or customs release is promised.

Scope and decision verification
Kayra Patent supports requirement analysis, document preparation and process coordination. Conformity or certification decisions belong to the independent body or public authority authorised under the applicable law and programme. Kayra cannot replace that decision or guarantee a certificate. Verify the issuer, scope, dates and any official register entry.
