Design an audit programme that separates competence, audit findings and certification decisions. Examine an auditor-competence record and decision review; consultancy participation cannot substitute for impartial certification.

Inputs are an audit scope, team competence matrix, audit evidence and a decision scenario. In the worked case, the auditor is also expected to approve their own certification recommendation. Design a separation of responsibilities and identify needed review records. Assessment checks impartiality and decision evidence; a training certificate does not authorise its holder to certify an organisation or create an accredited certification body.
