ISO 30000 application: ship-recycling facility scope
Describe the real facility from ship acceptance to material outputs.
Decision and conditional example
A hypothetical recycling facility maps work from vessel acceptance to the exit of hazardous and recovered materials. Define site, equipment, competence and outsourced-service boundaries. Connect control of hazards and environmental effects to plans and implementation records. Regulatory facility authorisation and ship-specific plans are followed separately from the ISO system application. For independent assessment, verify ship-recycling competence and the applicable certification criteria. This example does not claim a local facility is a client or that its country-specific permissions are complete. Preparation support cannot substitute for the competent authority’s authorisation.
Evidence linked to this purpose
- Acceptance-to-material-output flow
- Site, equipment and external-service boundary
- Separate authorisation and plan tracking
Standard and authority boundaries
ISO 30000:2009 concerns the management system of a ship-recycling facility. The Hong Kong Convention entered into force on 26 June 2025. Facility authorisation, ship-related plans and other applicable regulatory requirements follow separate routes; an ISO system certificate does not automatically supply these permissions or approvals.
Kayra’s role and the independent decision
The applicant implements the system and prepares procedures specific to its own operations and operating records. A certification enquiry to Kayra concerns actual activities, sites, application information, authority and impartiality risks; this role does not include designing or implementing the client’s system. ISO publishes standards and does not certify organisations. Verify the chosen body’s current standard edition, activity coverage and any claimed accreditation. Preparation does not guarantee approval, legal compliance or authority to certify a newly published edition. A management-system certification body, other parts of the same legal entity and controlled entities cannot offer or provide management-system consultancy; separate contracts do not remove this restriction.
