ISO 30000 questions: facility, vessel and authorisation
A recycling management-system certificate does not contain every ship or facility approval.
Decision and conditional example
ISO 30000 concerns the ship-recycling facility’s system rather than every regulatory procedure for a vessel. Verify the applicability of facility authorisation and ship-related plans under the Hong Kong Convention through competent sources. Recovered materials and hazardous residues may need different routes. When selecting an assessment provider, examine ship-recycling competence and the relevant programme; a generic ISO logo is insufficient. A preparation consultant does not become the facility authorising authority or make the independent certification decision. Match each claim to the actual system and regulatory boundary.
Evidence linked to this purpose
- Facility system versus vessel plans
- Material and hazardous-residue routes
- Relevant assessment competence
Standard and authority boundaries
ISO 30000:2009 concerns the management system of a ship-recycling facility. The Hong Kong Convention entered into force on 26 June 2025. Facility authorisation, ship-related plans and other applicable regulatory requirements follow separate routes; an ISO system certificate does not automatically supply these permissions or approvals.
Kayra’s role and the independent decision
The applicant implements the system and prepares procedures specific to its own operations and operating records. A certification enquiry to Kayra concerns actual activities, sites, application information, authority and impartiality risks; this role does not include designing or implementing the client’s system. ISO publishes standards and does not certify organisations. Verify the chosen body’s current standard edition, activity coverage and any claimed accreditation. Preparation does not guarantee approval, legal compliance or authority to certify a newly published edition. A management-system certification body, other parts of the same legal entity and controlled entities cannot offer or provide management-system consultancy; separate contracts do not remove this restriction.
