ISO 30000 and the Hong Kong Convention: different evidence routes

ISO 30000:2009 concerns the ship-recycling facility’s management system. The applicant implements the system and prepares procedures specific to its own operations and operating records. A certification enquiry to Kayra concerns actual activities, sites, application information, authority and impartiality risks; this role does not include designing or implementing the client’s system.

ISO 30000 and the Hong Kong Convention: different evidence routes

ISO 30000:2009 concerns the ship-recycling facility’s management system. The Hong Kong Convention, in force since 26 June 2025, establishes a separate regulatory framework involving ships and facilities. A system certificate does not supply facility authorisation or approve a particular ship recycling plan. Determine the facility’s role and competent regulatory authority before choosing the required evidence.

Conditional operating example

For a hypothetical incoming ship, link hazardous-material information, acceptance checks, recycling planning, worker protection and waste routes within the facility system. Separately identify the ship-specific and facility authorisation records required by the applicable regulatory route. A well-managed waste record cannot replace a missing authorisation; a permit alone does not prove the management system operates effectively.

Connect the ship to the work plan

In a hypothetical vessel with a hazardous-material area, identify the location, affected work, competent people, control and downstream handling before dismantling. Incomplete information is a planning gap, not justification to assume no hazard. Address emergency arrangements and worker welfare alongside operational controls. In a hypothetical waste handover, link the identified material and quantity to storage controls, the authorised receiver, transport evidence and acceptance record. Investigate a mismatch between the outgoing quantity and received quantity instead of treating a signed form as the whole control. Keep regulatory permissions distinct from system evidence. This example describes a possible evidence trail, not a completed recycling operation or a prescribed universal waste procedure.

Standard edition and programme limits

ISO 30000:2009 concerns the management system of a ship-recycling facility. The Hong Kong Convention entered into force on 26 June 2025. Facility authorisation, ship-related plans and other applicable regulatory requirements follow separate routes; an ISO system certificate does not automatically supply these permissions or approvals.

ISO does not issue certificates. Verify the proposed issuer, standard and activity against any claimed accreditation scope. Consultancy cannot guarantee approval; the competent body evaluates evidence and makes the independent decision. The applicant implements the system and prepares procedures specific to its own operations and operating records. A certification enquiry to Kayra concerns actual activities, sites, application information, authority and impartiality risks; this role does not include designing or implementing the client’s system. A management-system certification body, other parts of the same legal entity and controlled entities cannot offer or provide management-system consultancy; separate contracts do not remove this restriction.

Official sources and application limits

The operating examples are hypothetical, not customer events or guaranteed decisions. The actual standard and competent body determine requirements.
