ISO 45001 questions: participation, consultancy and employer duties
Certification does not replace employer responsibilities or real worker involvement.
Decision and conditional example
Training attendance does not alone demonstrate participation in decisions about work hazards. Explain the decisions in which consultation and participation occur. A multi-site organisation cannot automatically extend the stated certificate to every workplace. Required occupational services and operating permissions need separate verification. The absence of accidents is not the only evidence of control effectiveness; task and implementation records also matter. Consultancy and independent certification must not be presented as the same decision authority. Check the actual employer, work and site scope before accepting an accident-prevention claim based only on a system certificate.
Evidence linked to this purpose
- Training versus participation
- Certified workplace boundaries
- Employer duties versus certification
Standard and authority boundaries
ISO 45001:2018 and its 2024 amendment remain the published framework; a revision project is not a new published edition. Certification is not an accident-free guarantee and does not replace employer duties, required occupational services or operating permissions. Worker consultation and participation are assessed through actual practice.
Kayra’s role and the independent decision
The applicant implements the system and prepares procedures specific to its own operations and operating records. A certification enquiry to Kayra concerns actual activities, sites, application information, authority and impartiality risks; this role does not include designing or implementing the client’s system. ISO publishes standards and does not certify organisations. Verify the chosen body’s current standard edition, activity coverage and any claimed accreditation. Preparation does not guarantee approval, legal compliance or authority to certify a newly published edition. A management-system certification body, other parts of the same legal entity and controlled entities cannot offer or provide management-system consultancy; separate contracts do not remove this restriction.
