What changes when equipment is installed permanently?

EMC distinguishes marketed apparatus from a fixed installation assembled for permanent use at a predefined location. Apparatus sold on the market still follows its relevant apparatus provisions even if later installed at a site. Do not call every control cabinet a fixed-installation exemption or demand one universal product certificate for an entire site.

A fixed installation needs documented good engineering practices and observance of component-use information to meet essential EMC requirements. Its responsible person keeps the documentation for as long as the installation operates. The specific Article19 treatment of custom apparatus is conditional on incorporation into a particular installation and not otherwise being made available on the market.

02

Hypothetical case: pumping station with several drives

A pumping station combines market-supplied drives, sensors and a cabinet built only for that named site. The purchaser asks whether the devices’ CE marks establish the entire installation’s EMC conformity. Obtain the site identity, system boundaries, cable routes, component instructions, installation practices and who is responsible for the installation evidence.

Keep the ordinary marketed devices’ obligations separate. Check whether the site-only cabinet actually meets the Article19 conditions before using the special treatment, and record its installation identification and incorporation precautions. Component marking does not replace the installation-level engineering record or resolve a disturbance complaint at that site.

03

A useful answer and next action

Answer scope, route and evidence questions separately: what is sold as apparatus, what is the permanent installation, which precautions must be followed, and who keeps the installation documentation. A design choice does not extinguish other safety law. Where disturbances indicate non-compliance, the competent authority can request evidence and take its own measures.

Kayra can organise the boundary and responsibility brief and the engineering-record questions. It does not issue a blanket site approval or decide an authority complaint. The next input is a documented apparatus/installation map and responsible keeper, with any claimed special treatment supported by the actual supply circumstances.
