How to prepare an FPC application with implemented controls
Define the product route, operate the relevant factory controls and resolve evidence gaps before requesting the assigned assessment. Blank templates do not demonstrate implementation.
Confirm the route and agree a real preparation scope
First identify the supplied construction product, intended use, relevant specification, factory sites and applicable assessment system. Check the current CPR transition for the product family. Establish whether an external FPC certificate is part of that route and which body task is needed before sending an application to a generic certification address.
Map the required controls to actual processes, responsible people and evidence. Implement what the manufacturer must do, assess available records and list unresolved items. If sampling, testing or body clarification is needed, agree its scope and acceptance basis before treating the dossier as ready. A document-writing milestone is not completion of factory control.
A new entrant cannot substitute filled example forms for operation
Conditional example: a new structural-component producer has a downloaded control manual and fills example production sheets without performing the stated checks. Identify which controls have actually run and what genuine evidence exists. Agree with the responsible assessment body how readiness can be demonstrated under the applicable route; do not invent past production to make the sheets look complete.
For the legacy EN 1090 System 2+ example, EA describes a limited demonstration using comparable non-construction production only with actual recent production and matching records and processes; it expressly excludes situations that do not meet the conditions, such as new entrants. That explanation is not general permission for every factory to use mock records or avoid an inspection. For this limited demonstration, the producer must present the DoP and ITT register established using the same FPC for the most recent actual production.
Submit accurate scope and close the actual findings
The manufacturer makes the official application with accurate product, site and control information. The appointed body performs its assigned inspection and assessment and determines whether relevant findings are resolved. Kayra can coordinate preparation and evidence responses, but cannot perform missing controls by writing answers or guarantee the body’s decision.
Keep the submitted revision, assessment findings, corrective evidence and unresolved responsibilities traceable. When the required work is completed, distinguish the body’s certificate scope from the manufacturer’s declaration and CE duties. A successful preparation review alone is neither an issued certificate nor approval of every product or project.
