When does the Lifts Directive apply?
Decide scope from actual carrier, controls, use and speed.
Test the actual scope
2014/33/EU covers relevant lifts permanently serving buildings or constructions and listed safety components. A goods carrier accessible to a person with reachable controls can fall within scope. Lifting appliances not exceeding 0.15 m/s and construction-site hoists are excluded from this Directive; exclusion does not establish freedom from other applicable legislation.
Do not decide by the product name
A seller’s “goods only” label cannot replace assessment of the real carrier and controls. Establish the target market and, in Türkiye, the applicable 2014/33/AB rules. Ordinary maintenance is distinct from placing a new lift on the market; modifications need their actual scope effects reviewed. Kayra can organise the facts but cannot issue an official exemption or notified-body decision.
