CERTIFICATION & COMPLIANCE GUIDE

UTO questions: material certificates, project use and foreign test evidence

Resolve three national technical approval questions: a material certificate does not cover the assembled product automatically; approval scope does not permit every installation; foreign test evidence needs an actual relevance decision.

01

Does a supplier’s material certificate establish approval of the kit?

Not automatically. Conditional example: a panel-kit supplier presents a certificate for its steel fixing material as proof of approval for the complete kit. Read the document’s issuer, product and performance scope. Material identity or a component characteristic can be relevant evidence, but it does not establish the kit’s connections, supplied configuration or manufacturing controls.

Keep the material document in its actual role and map it to the applicable kit requirement. Confirm with the competent technical approval body what further product evidence is needed under the agreed national assessment basis. Do not relabel a supplier certificate as UTO or assume that a CE-marked input removes all duties for the product marketed by the kit manufacturer.

02

Does UTO permit any project installation?

Product approval and project suitability are different questions. Conditional example: the document concerns an interior partition kit, while a proposal uses it as an external façade. Compare intended use, exposure, supports and installation restrictions with the actual approved scope. A document number or current-looking date alone does not establish that the different use is covered.

Ask the issuer to clarify product scope and any necessary assessment change. The project’s responsible designers and relevant authorities must address the applicable building and installation requirements; a preparation consultant cannot grant project permission. National conformity confirmation and marking tasks also follow the applicable system, rather than being replaced by a brochure stating “approved product”.

03

Can a foreign laboratory report be used?

A foreign report is not automatically unusable, nor automatically sufficient. Identify the real laboratory, tested product and sample, method, conditions and results; compare them with the requirement and supplied configuration. Language, a logo or the laboratory’s location cannot by itself establish the evidence’s relevance or the body’s national approval appointment.

Preserve the original report and resolve acceptance with the competent body for the actual assessment. Translate accurately where needed without changing tested scope or inventing results. Kayra can organise this comparison and unresolved questions; the applicant remains responsible for truthful evidence, and the competent appointed body decides its acceptance and technical approval. No universal report acceptance rule or particular provider status is claimed.
