How to apply for UTO: agree the marketed product before opening the assessment
Turn the actual construction-product scope into a national technical approval request. Confirm the competent body and assessment basis, resolve panel-versus-kit differences and track genuine evidence requests through the decision.
Clarify the request with the competent national body
Define the product supplied, intended use, manufacturing locations and the claimed specification gap before contacting the appropriately appointed national technical approval body. Check the relevant national and harmonised scope rather than assuming that a new trade name requires UTO. Ask the body for its actual application instructions, applicant-identification requirements and information needed to decide whether the proposed assessment is within its remit.
Record the confirmed product scope and assessment basis and identify who supplies accurate technical information and signs the request. Follow that body’s real submission channel and document requirements. A consultant’s service form or a TSE product-certificate portal transaction is not automatically the UTO application; do not invent portal buttons or treat a preparation enquiry as an opened official assessment.
Correct a panel request when the supplied item is a kit
Conditional example: the proposed request describes a panel alone, but the sales specification supplies panels, connectors and installation instructions as a kit. Compare the request with the actual supplied components and intended use. Ask the competent body to clarify the assessment scope before proceeding; adding component brochures to a panel-only request does not by itself turn it into an assessment of the complete kit.
Keep the original request traceable and record the agreed correction or new request according to the body’s instructions. Update the relevant drawings, configuration and evidence references consistently. Do not conceal the change by replacing the product name on an old report. Clarifying the request may change required evidence, work and quotation scope; neither the original enquiry nor a consultant’s amended file guarantees acceptance.
Follow evidence requests to the actual decision
For each request from the assessing body, record the requirement, responsible person, needed evidence and the real response. If testing or production-control work is needed, complete that work and submit the resulting truthful records. A revised document can explain existing evidence; it cannot stand in for a missing test, uncontrolled operation or unassessed installation configuration.
The appointed body decides the national technical assessment and approval within its scope. The manufacturer then completes the applicable conformity-confirmation, declaration and marking tasks for the confirmed route. Kayra can coordinate the application file and responses but cannot promise approval or a fixed finishing date. Read the issued scope and limits before using the result, and treat a later EU-market route as a separate applicability assessment.
