A consultant preparing the calculation and a body providing independent assurance have different responsibilities. Where an accredited or recognised assessment is required, verify the relevant programme, activity and current scope through the appropriate official register rather than inferring competence from a logo.
A cheap offer may exclude the difficult data work
Imagine two quotations for the same organisation. One includes supplier-data collection and a documented missing-data review; the other accepts a completed spreadsheet without checking its provenance. They are not comparable merely because both promise a report. Ask who resolves unit errors, supports site or supplier questions, maintains the calculation version and responds to assessor findings. A fixed price can only be evaluated against these assumptions and the actual sites, sources and reporting categories.
Set a verifiable acceptance checklist
Agree the report format, editable calculation handover, factor references, assumptions log and treatment of confidential supplier information. Identify separately any external assessment and the party making its decision. Ask what happens if records are inadequate or the intended customer does not accept the selected method. Consultancy should not be sold as a favourable assurance decision.
