Konya ETA: European Technical Assessment Guide

A special concrete repair material: choose the correct technical route and check whether an old ETA remains usable for the actual product, repair purpose and CPR transition.

For the conditional example of a special concrete repair material in Konya, first identify the repair use and whether the product is covered by an existing harmonised standard. An ETA is a product-specific technical assessment by a competent Technical Assessment Body; it does not by itself complete production control, the manufacturer’s declaration or every construction project’s acceptance.

01 · DECISION GUIDE

Start with the repair use and the applicable technical route

State whether the concrete repair material is intended for structural repair, surface protection or another purpose. Compare the actual material and use with the coverage of an existing harmonised standard. The ETA route is not selected merely because a quotation uses that document name.

Under the new CPR, check the scope of any mandatory performance harmonised technical specification (performance HTS). The EOTA route applies within its permitted boundary; an EAD must not overlap with that mandatory scope. The product, intended use and applicable transition determine the route.

02 · DECISION GUIDE

Choose the TAB and agree the EAD assessment inputs

Select a Technical Assessment Body (TAB) competent for the product area. An EAD sets the assessment basis; the ETA records the assessment of the defined product and intended use. Confirm the relevant EAD, its official citation and whether a new or amended document is needed.

Give the TAB a clear product description, variants, intended repair purposes and characteristics to be assessed. Tie proposed tests and existing reports to the same formulation and configuration. For this example, record application conditions and the evidence relevant to the claimed repair performance instead of submitting unrelated reports as a complete file.

03 · DECISION GUIDE

Conditional example: an old ETA and a changed repair purpose

An old ETA accompanies a special concrete repair material, but the proposed use or technical scope has changed. Compare the original assessed product, repair purpose and assessment methods with the new proposal. A matching trade name or an unchanged document number does not demonstrate that the new use was assessed.

Trace the actual CPR transition for that product and use. Legacy EAD and ETA arrangements have limits; once a mandatory performance HTS applies to the product and intended use, continued CE marking under the same old ETA cannot be assumed. Do not apply one blanket 2026 expiry date to every construction product.

04 · DECISION GUIDE

Complete the manufacturer’s duties after technical assessment

Keep factory production control, the applicable assessment and verification tasks and the manufacturer’s declaration as separate work items. Any required notified-body task must be checked against the applicable system and that body’s scope. The TAB’s assessment is not a substitute for those duties.

Kayra Patent can support the comparison of technical scope and assessment inputs; the TAB issues the ETA, while the manufacturer remains responsible for production and the applicable declaration and marking. Building design, site application and national use conditions require their own checks. New EAD work, citation, tests and variants can change time and cost; request a documented plan rather than a fixed outcome promise.

IMPLEMENTATION CHECK

Before committing to the work

  • Actual concrete repair purpose and product configuration
  • Coverage of an existing harmonised standard or mandatory performance HTS
  • TAB competence for the product area
  • Applicable EAD and official citation under the relevant route
  • Tests and assessed characteristics tied to the same variants and intended use
  • Factory production control, applicable external-body tasks and manufacturer declaration

Frequently asked questions

Does an ETA complete CE marking and every building project?

No. The ETA assesses defined product performance and intended use. Production control, applicable external-body tasks and the manufacturer’s declaration and marking remain necessary. Building design and national use conditions are separate.

Can the manufacturer keep using the same old ETA?

Check the actual product, use and transition conditions. A mandatory performance HTS for that scope can end the old ETA route for CE marking. Do not assume unlimited continuation or a universal 2026 expiry.

Are an EAD and an ETA the same document?

The EAD supplies the assessment basis. The competent TAB uses the applicable basis to assess the specific product and intended use and issue the ETA. Official citation requirements depend on the applicable CPR route.

What changes the project time and cost?

The need for a new or amended EAD, official citation, test programme, variants and evidence gaps affects the plan. Define these with the TAB before comparing quotations; no fixed assessment result is guaranteed.

Scope and quotation

Describe the repair product and its intended use.

Share the material and variants, repair purpose, existing ETA or reports, target market and proposed changes. The enquiry can identify the scope comparison and missing assessment inputs; the relevant TAB retains the ETA decision.
