01

Define the facility and the preparation gaps

Identify actual premises, intended activity, requested classification, existing documents and related personnel/permission needs. Compare the current official annex list and handbook instructions with what is genuinely ready. Do not price a generic factory certificate package.

Example: the existing TGB concerns another address and the handbook reflects that old premises. Separate document preparation from the actual changes required at the proposed facility. Record what the competent authority must clarify instead of treating the old document as covering the new address.

02

Separate consultancy, official charges and implementation

Show preparation and coordination separately from current official charges and the organisation’s necessary implementation work. Verify current official payment instructions; an old published fee does not establish today’s total project price.

If readiness gaps remain, specify who closes them and what is included in the quote. A handbook draft is not proof that arrangements have been implemented. Agree a task list against the actual facility and personnel process rather than promising clearance after payment.

03

Plan dependencies without a guaranteed date

Separate official-file readiness, related KGB work, examination, findings and corrective responses. The authority’s process and the real facility determine dependencies; consultancy cannot promise a positive decision or a fixed clearance date.

Clarify whether establishment or production permission is a separate required task and whether later address/activity changes affect the work. Keep classified submissions within official delivery rules. Compare offers by preparation deliverables, exclusions and unresolved authority decisions, not one headline price.

04

Responsibility

Kayra supports the defined preparation work. TSE certification and the competent defence security authority’s decisions remain official functions; Kayra does not issue these certificates or promise a positive decision. The responsible applicant retains actual product, facility and implementation duties.
