Ship-recycling evidence should connect the vessel and the facility’s work to records of controlled handling, rather than only a recovered-metal total.

01

Trace material through the facility

For a hypothetical hazardous-material stream, connect ship identity, location information, removal work, storage and authorised downstream records where required. Match dates, quantities, handlers and destination. A scrap invoice should not conceal missing evidence for a different hazardous stream.

02

Review controls and corrective actions

Use competence, work checks, emergency performance and incident findings to assess the actual operation. Follow gaps through immediate control, cause, action and effectiveness. Changes in vessel condition or external handling arrangements need review. Keep notification and completion information consistent with the actual ship and legal route.

03

Budget and verify the correct result

Separate yard improvements, protective controls, disposal and permission costs from initial audit, surveillance, reassessment and travel. Check site/activity assumptions and additional review charges. Verify issuer, entity, facility, scope, edition, status and any accreditation claim. A management-system certificate does not grant Hong Kong Convention authorisation, approve each ship or guarantee accident-free dismantling.

04

Preparation and independent decision

ISO does not issue certificates. Verify the proposed issuer, standard and activity against any claimed accreditation scope. Consultancy cannot guarantee approval; the competent body evaluates evidence and makes the independent decision. The applicant implements the system and prepares procedures specific to its own operations and operating records. A certification enquiry to Kayra concerns actual activities, sites, application information, authority and impartiality risks; this role does not include designing or implementing the client’s system. A management-system certification body, other parts of the same legal entity and controlled entities cannot offer or provide management-system consultancy; separate contracts do not remove this restriction.

Sources and application limits

Examples are hypothetical checks. Operating controls and missing evidence affect readiness; regulatory authorities and the independent certifier retain their separate decisions.
