Establish the lift or safety-component boundary
Identify the lift, intended permanent service to a building or structure and its actual speed, carrier and controls. Directive 2014/33 covers lifts in its scope and listed safety components. Lifting appliances not exceeding 0.15 m/s and construction-site hoists are among its exclusions; check the applicable other legislation rather than imposing the same lift procedure.
Example: a supplier calls a carrier goods-only, but a person can enter it and operate accessible controls. Describe that real arrangement before deciding the scope. A commercial name does not establish an exclusion. Likewise, a safety component’s CE document is not the conformity assessment of the completed installed lift.
Select the procedure and connect installation evidence
The lift installer retains the actual design, manufacture, installation and placing-on-market duties; the safety-component manufacturer has separate duties. Select the applicable Article 16 procedure for the real design and production. Final inspection, unit verification and relevant quality-system routes have different evidence and notified-body tasks.
Prepare the design parameters, drawings, calculations, safety circuits, component documents and required installation/final-test records. Compare them with the actual building and shaft interface. A report or type document for a similar lift does not establish that different pit, clearance or control conditions are satisfied. Check the body’s relevant product/procedure scope in NANDO.
Separate product decisions from building and operating duties
The installer and party responsible for building work must exchange the information needed for safe use. Physical interface work cannot be marked complete merely because a dossier paragraph has been written. The final declaration and marking must follow the actual selected procedure and completed installation evidence.
Kayra can organise documents, readiness and responses but does not issue a notified-body decision or claim periodic-inspection authority. Ordinary maintenance is not automatically a new lift; actual modifications need their scope effects reviewed. Product CE assessment does not replace national in-service maintenance and periodic examination obligations.
Responsibility
Kayra supports the scope note, evidence plan and assessment coordination. It does not claim notified-body or accredited laboratory status and does not guarantee a positive result or fixed certificate date. Manufacturer and required assessment-body duties remain separate. This guide addresses the EU/EEA route; national market and operation rules need their own check.
