01

Check the product boundary before choosing technical approval

Identify the construction product, intended permanent use and declared performance first. Check whether an applicable harmonised standard or national standard actually covers it. A new trade name or model does not itself establish a standards gap. National technical approval is considered against the relevant national rules; it is not a universal substitute for a standard that already applies.

Example: a supplier proposes approval for a panel kit because one component is novel. Compare the kit, joints and intended use with the applicable specification. If it covers the actual product, follow that route. If a genuine gap remains, record the uncovered characteristics and ask a body with a verified relevant appointment to assess the proposed technical-approval scope.

02

What evidence must describe the real product

Prepare an identifiable product/variant list, composition, drawings, assembly instructions, intended-use limits, existing performance reports and production-control records. Map each report to the tested configuration and characteristic. These are preparation inputs for assessing a file; the competent body determines the assessment programme and the evidence it will accept.

For a kit, a component report alone does not establish the performance of the assembled system. A changed fastening, substrate or formulation can break the link to the tested configuration. Record that gap rather than declaring the report sufficient; establish whether justified extension, further assessment or new testing is needed.

03

Separate the approval decision from subsequent obligations

Check the current official appointment and its product/activity scope before applying. Kayra can organise evidence and coordinate preparation; it cannot appoint the body, issue the national technical approval or make the assessment decision. Keep the issued document, scope, conditions and actual manufacturer information consistent.

National UTO does not itself grant an EU ETA, CE marking or permission for a building project. Establish any remaining conformity-confirmation, declaration, production-control and G-marking duties under the applicable national route. A later material or manufacturing change must be assessed against the document’s conditions; approval for one configuration is not approval for every variant.

04

Responsibility

Kayra supports technical scope, records and external-assessment coordination. The legally required manufacturer declaration and assessment-body decisions remain with their respective responsible parties. No notified-body, TAB or nationally assigned-body status is claimed; no positive result or fixed completion date is guaranteed.
