01

Choose the Saudi product route from the actual product

Identify the product, models, intended use, manufacturer and Saudi importer/account holder. Compare the actual description with the applicable SASO technical regulation; a customs code is a classification input rather than proof of conformity. SABER is the electronic platform. A regulated product’s required conformity route and an applicable non-regulated self-declaration route are separate.

Example: an importer submits a CE report for a heater but the registered model uses a different supply or control assembly. Record the differences and ask whether the report covers the Saudi model and applicable requirements. Do not present a foreign CE document as a Saudi product decision or customs-release authorisation.

02

Connect the model, evidence and accepted body

Prepare the model and variant list, ratings, drawings, product photographs and labels, production information and existing test reports. Map each report to its tested model, configuration and claimed requirement. Where a body assessment is required, verify the SASO-accepted body’s actual product/regulation scope before submitting the file.

A report for one cable material, heater variant or toy function does not automatically cover other models. Identify whether clarification, a justified extension or additional assessment/testing is needed. The competent body decides whether the evidence is acceptable; Kayra can organise the comparison and response but cannot replace that decision.

03

Keep product, shipment and labelling duties separate

After the applicable product route, match the actual commercial shipment, importer and product records to the shipment-certificate procedure. A product certificate is not itself a certificate for every future shipment. SASO’s September 2026 extension to 90 days concerns the shipment certificate; it must not be described as every certificate’s validity.

For the supplier-name and commercial-registration-number labelling announcement applicable from 1 October 2026, check whether the product is within the ten specified regulations. Do not extend it indiscriminately to all goods. Customs release, other Saudi requirements and changes in model or supplier remain separate checks; consultancy guarantees neither a positive decision nor a completion date.

04

Responsibility

Kayra supports the actual product scope, report inventory and coordination of the Saudi file. The Saudi importer/account holder and manufacturer retain their respective product and shipment duties. The required conformity decision belongs to the SASO-accepted body in its actual scope; consultancy is not that designation or customs authority. Preparation does not guarantee release or a fixed completion date.
