For FSSC 22000, a certificate required by a customer contract and a statutory operating permission are separate questions. Obtain the buyer’s exact programme, product and site requirement in writing, then examine the law governing the actual activity. Do not present this scheme certificate as a universal legal duty for every business. Certification does not remove food-law compliance or the need for applicable Turkish Ministry registration or approval.
Which scope and rules apply?
FSSC 22000 combines ISO 22000, sector appropriate prerequisite programmes and additional FSSC requirements. Version 7 was published in May 2026. The transition matters: Version 6 audits may run until 30 April 2027; Version 7 audits start from 1 May 2027.
Example decision: a scope change
A hypothetical food business wishes to add a warehouse to its existing certification scope. An address alone does not explain its activity, products or operational control. Check the category and applicable prerequisite programmes, then record effects on the hazard analysis and FSSC additional requirements. The licensed body assesses scope and the applicable audit version; an ISO 22000 certificate copy does not automatically add the warehouse to FSSC coverage.
Application review and independent decision
The applicant implements the system and prepares procedures specific to its own operations and operating records. A certification enquiry to Kayra concerns actual activities, sites, application information, authority and impartiality risks; this role does not include designing or implementing the client’s system. For FSSC certification, separately verify the selected legal entity’s programme licence, relevant scope and current status; ISO 22000 accreditation alone is not an FSSC licence. A management-system certification body, other parts of the same legal entity and controlled entities cannot offer or provide management-system consultancy; separate contracts do not remove this restriction.
