Who Issues İTU Certificates in Türkiye? Control and Certification Roles
Türkiye’s Ministry authorises İTU control and certification bodies (KSK); a certificate is not issued automatically by the Ministry merely because a farm applies. Check the proposed KSK’s legal name, current authorisation period and production scope against the Ministry list. An association, buyer or adviser’s endorsement is not that authorisation.
Identify the Ministry-authorised KSK
The regulation separates the controller’s examination from the certifier’s assessment and approval of the controlled product. Ask for the contract naming the actual KSK, covered producer or group, products and areas. Do not treat a salesperson’s signature or a private preparation folder as the independent certification decision.
Determine which producer and product are assessed
Individual and group routes have different responsibilities. For a group, clarify membership, internal responsibilities and the applicable control arrangements; membership alone does not show that each offered product is certified. The KSK must assess the actual production covered by the proposed document.
Hypothetically, a cooperative collects apricots from listed members and buys additional fruit from a neighbouring grower outside the declared group. A cooperative letter and common packing label do not bring that grower into certification. Ask the KSK how the declared membership, production and product flow are covered; keep uncertified supply distinguishable instead of issuing one blanket claim for all fruit.
Respect the decision and impartiality boundary
The KSK’s controller records findings, while certification follows the required evaluation and decision. Producers supply genuine records and carry out corrections; they cannot award themselves an İTU certificate or replace unresolved findings with a buyer’s approval. The current certificate must identify its actual issuer and covered production.
Article 18 prohibits consultancy by the authorised KSK. Before any Kayra request, establish its actual legal identity, permitted activity, relevant authority and independence; this page does not establish Kayra’s KSK approval. A consulting invoice or company brand cannot replace Ministry authority or make a prohibited KSK role permissible.
