ISO 13485 and ISO 9001: different management-system objectives

ISO 13485:2016 focuses on medical-device quality management and applicable regulatory requirements; ISO 9001:2026 addresses general quality management. Existing quality procedures may support preparation, but an ISO 9001 certificate does not establish the medical-device activities, process controls or regulatory evidence needed under ISO 13485.

Conditional operating example

For a hypothetical device manufacturer changing a supplier, review device specifications, risk, traceability, purchasing controls and any process validation affected by the change. A generic supplier score is not sufficient evidence for every device-related decision. Determine the organisation’s lifecycle role and destination-market duties before deciding which system scope and assessment are needed.

Keep outsourced processes visible

For outsourced sterilisation or software development, identify specifications, supplier controls, acceptance responsibilities and access to evidence. Buying a validated service does not prove that its results fit your device and process. In a hypothetical sterile device, changing the packaging supplier may affect the established process; evaluate the change before relying on old evidence.

Standard edition and programme limits

ISO 13485:2016 concerns medical-device quality management systems. Its certificate is not device CE conformity, market authorisation or FDA approval. FDA’s QMSR took effect on 2 February 2026 and incorporates ISO 13485 within a regulatory framework; an ISO certificate does not exempt a manufacturer from FDA inspection. Device and destination-market duties require separate verification.

ISO does not issue certificates. Verify the proposed issuer, standard and activity against any claimed accreditation scope. Consultancy cannot guarantee approval; the competent body evaluates evidence and makes the independent decision. The applicant implements the system and prepares procedures specific to its own operations and operating records. A certification enquiry to Kayra concerns actual activities, sites, application information, authority and impartiality risks; this role does not include designing or implementing the client’s system. A management-system certification body, other parts of the same legal entity and controlled entities cannot offer or provide management-system consultancy; separate contracts do not remove this restriction.

Official sources and application limits

The operating examples are hypothetical, not customer events or guaranteed decisions. The actual standard and competent body determine requirements.
