Is ISO 30000 mandatory? Buyer and regulatory routes
Do not merge an ISO certificate request with ship-recycling authorisation.
Decision and conditional example
The Hong Kong Convention entered into force on 26 June 2025; verify applicable vessel and facility requirements through competent official sources. An ISO 30000 certificate does not automatically satisfy them. If a shipowner or another buyer asks for certification, state facility, activity, programme and accepted issuer conditions in writing. A standard name alone cannot determine the country-specific permission route. Track regulatory authorisation, vessel plans and independent system assessment as separate tasks. This guidance does not declare a particular facility authorised or replace the authority’s assessment of applicable requirements.
Evidence linked to this purpose

Standard and authority boundaries
ISO 30000:2009 concerns the management system of a ship-recycling facility. The Hong Kong Convention entered into force on 26 June 2025. Facility authorisation, ship-related plans and other applicable regulatory requirements follow separate routes; an ISO system certificate does not automatically supply these permissions or approvals.
Kayra’s role and the independent decision
The applicant implements the system and prepares procedures specific to its own operations and operating records. A certification enquiry to Kayra concerns actual activities, sites, application information, authority and impartiality risks; this role does not include designing or implementing the client’s system. ISO publishes standards and does not certify organisations. Verify the chosen body’s current standard edition, activity coverage and any claimed accreditation. Preparation does not guarantee approval, legal compliance or authority to certify a newly published edition. A management-system certification body, other parts of the same legal entity and controlled entities cannot offer or provide management-system consultancy; separate contracts do not remove this restriction.
