Is ISO 45001 mandatory? Employer and supplier conditions
Occupational duties apply separately whether or not a system certificate is held.
Decision and conditional example
A buyer may request ISO 45001 certification: clarify entity, sites, activities and accreditation coverage in writing. That commercial condition does not transfer the employer’s duties to the certification provider. Verify required services, permissions and other obligations through official sources for the country and type of work. A different branch’s certificate must not be used for all workplaces automatically. Plan preparation, workplace improvements and independent assessment with separate responsibilities and costs. Do not infer one universal legal certification requirement or exemption solely from the standard’s name.

Standard and authority boundaries
ISO 45001:2018 and its 2024 amendment remain the published framework; a revision project is not a new published edition. Certification is not an accident-free guarantee and does not replace employer duties, required occupational services or operating permissions. Worker consultation and participation are assessed through actual practice.
Kayra’s role and the independent decision
The applicant implements the system and prepares procedures specific to its own operations and operating records. A certification enquiry to Kayra concerns actual activities, sites, application information, authority and impartiality risks; this role does not include designing or implementing the client’s system. ISO publishes standards and does not certify organisations. Verify the chosen body’s current standard edition, activity coverage and any claimed accreditation. Preparation does not guarantee approval, legal compliance or authority to certify a newly published edition. A management-system certification body, other parts of the same legal entity and controlled entities cannot offer or provide management-system consultancy; separate contracts do not remove this restriction.
