Technical basis
For construction products, the harmonised specification or ETA and intended use determine AVCP 1+, 1, 2+, 3 or 4. The number is a division of tasks, not a quality grade.

Can a numbered notified body assess every construction product?
Verify current product, specification and task scope in official records. Designation in another area is insufficient. Testing, product certification and FPC certification can be separate functions. Matching the required output to the correct scope before application reduces wasted time and cost.
Does an FPC certificate under System 2+ end the manufacturer's testing duties?
Identify manufacturer and notified body tasks separately from the applicable framework. FPC certification does not replace product assessment or control records. Specify who tests what and how often. Surveillance does not transfer every daily production decision to the body.
