Is an FPC certificate mandatory? Determine the product’s actual assessment route
Distinguish required factory production control from a third-party FPC certificate. The product specification and assessment system determine the tasks.
Control obligations and a certificate are different questions
Identify the construction product, intended use and target market, then check the applicable cited technical specification or relevant ETA route. Resolve the current CPR transition for that product family. Do not decide solely from a factory’s existence, an ISO certificate or the term “construction material”.
Determine the actual assessment system and division of manufacturer and body tasks. In the applicable legacy system 2+, the notified factory-production-control certification body has the assigned certification task. This does not mean every product needs the same certificate or that other systems remove all manufacturer control obligations.
A decorative label does not settle a structural-use requirement
Conditional example: a supplier previously sold a concrete unit for decorative landscaping, then offers a revised unit for load-bearing construction. Record the actual intended use, product configuration and relevant specification; establish its assessment requirements before relying on the old evidence. A sales description cannot select the assessment system.
Compare old reports and control scope with the new use and characteristics. Keep uncovered performance or control tasks open; do not relabel the report as structural proof. This example assigns no fixed system to an unidentified unit. The actual specification and product evidence must support the route.
Separate legal duties from a buyer’s document request
A tender may request FPC documentation or an ISO certificate. Record whether each request comes from the applicable law and assessment system, the product specification or a contract. One document cannot automatically replace another. Ask the buyer to clarify ambiguous terms without treating contract clarification as an exemption from legal duties.
