CPR 2024/3110: managing the transition. The main application date does not mean every existing CPR 2011 declaration must immediately be replaced.
Use product-family dates
The main application date does not mean every existing CPR 2011 declaration must immediately be replaced. Check whether the family still relies on an old cited standard or has moved to a new applicable specification. Distinguish the earlier declaration of performance from the new declaration of performance and conformity, and track environmental and digital obligations through their specific implementing dates.
If a supplier proposes a new template in 2026 while the product still follows a CPR 2011 cited standard, record the applicable legal basis before rewriting its documentation. Do not present a digital product passport as already compulsory for every construction product.
Articles 94–95 preserve specified CPR 2011 provisions until 8 January 2040 and keep the old cited harmonised standards valid until withdrawal or repeal. The older cited EADs have their own deadlines: generally 9 January 2031 for validity and 9 January 2036 for placing products on the market on the basis of the resulting ETAs, subject to the applicable conditions and replacement specifications. Earlier certificates and reports are reusable only when the product type, requirements and methods remain suitable; their date alone does not establish transferability.
Construction product scope and evidence
Identify the product, intended use, manufacturing site and destination market before selecting a cited harmonised standard or an ETA route. An EN number alone does not establish coverage: compare its scope, applicable edition, essential characteristics and official citation. CE marking follows the applicable assessment, technical documentation and the manufacturer’s declaration; a generic certificate or ISO 9001 cannot replace these steps.
CPR transition and responsibilities
Regulation (EU) 2024/3110 largely applies from 8 January 2026, but product families migrate when their new technical specifications become applicable. Products covered by standards cited under CPR 2011 generally continue on that framework during transition. Check the product-specific legal dates and Türkiye’s current national rules separately. The manufacturer issues the declaration and remains responsible for production control; notified bodies perform only their assigned tasks. Kayra supports preparation and coordination, without promising a decision or delivery date.
