HACCP: Who Implements the Plan and Who Can Issue the Requested Document?
Ask whether the buyer requires a business’s HACCP plan, staff training evidence, statutory food-establishment registration or approval, or an independent certificate under a stated assessment programme. These have different subjects and decision owners. HACCP is a hazard-control method; the acronym alone does not identify one universal certificate issuer.
Identify the requested document before choosing an issuer
The food business’s competent team develops the applicable plan and the operator implements it. A consultant may assist agreed preparation, but a consultant’s signature is not automatically an independent certification decision. For a private certificate, obtain the actual programme basis, issuer identity, relevant competence or approval claims, covered site and scope, and assessment and decision arrangements.
Check the issuer against the exact site and activity
If accreditation or programme approval is claimed, check that exact claim through its relevant authoritative source and scope; company existence or a logo is not enough. Do not transfer ISO 22000, cosmetics GMP or unrelated scheme authority to every document called HACCP. Confirm what the buyer will accept before ordering the wrong assessment.
Hypothetically, a catering group presents a document for its central production kitchen when a customer needs evidence for a separate satellite kitchen that prepares salads on site. Establish which entity, address and operations were actually assessed and who owns the decision. A shared company name or common menu does not include the satellite automatically. Request the appropriate scope clarification or assessment rather than relabel the original document.
Keep statutory procedures separate from private assessment
In Türkiye, food-establishment registration or approval is handled through the Ministry’s applicable activity-specific route. Identify that route with the actual operation; a private HACCP document does not replace it. Conversely, a registration document is not automatically proof that a private buyer’s assessment criteria were met.
For a request to Kayra, provide the document sought, actual activity and existing evidence so the request scope, relevant authority and impartiality can be reviewed. The operator owns its plan and controls; the identified private assessment body or statutory authority owns its separate decision. FAO/Codex explains HACCP and does not issue a company certificate. Do not promise a document without first naming its basis and actual decision maker.
Official sources
Clarify document type, site, activity and decision owner before requesting an issuer; preparation does not confer certification authority.
Does HACCP name one universal issuer?
No. Identify the actual document and assessment basis.
Does the central-kitchen document cover a satellite?
Not automatically. Confirm assessed site and operations.
Does private HACCP replace statutory registration?
No. The Ministry’s applicable route remains separate.

The exact records for HACCP: Who Implements the Plan and Who Can Issue the Requested Document? depend on the confirmed scope. Current, consistent and traceable information reduces avoidable revisions.
Scope and decision verification
For a request to Kayra, identify the document type, actual site and activity, assessment basis, existing evidence and decision owner. Scope, actual authority and impartiality are reviewed before accepting the work. Producing client-specific HACCP plans, procedures or records to establish, implement or maintain a food safety management system is not offered. General information on Codex principles or general training differs from that system-design work. A separate product assessment, test or regulatory filing requires its actual programme, competent actor and permitted scope to be checked; this page and ISO 22000 accreditation do not prove approval to issue HACCP certificates.
