Formula, supplier and label changes in cosmetics and vegan products

Product claims depend on identifiable ingredients and controlled production. Treat changes to formulation, purchasing and packaging as connected decisions, while retaining the distinct requirements of each claim or scheme.

Questions for your situation

Does natural ingredient content make a product organic?

Natural origin and content from organic production describe different attributes. Select the definitions and calculation method of the scheme supporting the claim. Match supplier declarations to ingredient identities, and ensure statements about the whole product do not exceed evidence relating to one component.

Does an ISO 16128 calculation provide a product certificate?

Ingredient definitions and percentage calculations differ from assessment against all requirements of a certification scheme. State the calculation basis used. An index or percentage alone must not be presented as comprehensive product certification or proof of compliance with every legal obligation.

Is reviewing the main formula enough for a vegan product?

Review relevant inputs beyond the formula, including flavours, carriers, processing aids and supply-chain derivatives. Adhesives, dyes or coatings may matter in other product groups. Check the selected vegan scheme's ingredient, production and animal-testing requirements separately.

Can we immediately substitute an ingredient with the same INCI name?

An identical INCI name does not establish an identical origin or manufacturing process. Compare specifications, origin declarations and scheme documents from the new supplier. Approve the change after assessing formula safety, product claims and certification scope, and record the transition between old and new batches.

What should we ask when a contract manufacturer makes other products too?

Examine shared equipment, storage, cleaning, production sequencing and mixing risks. Identify the approved formula version and who authorises changes. Define access to records, nonconformity notification and product withdrawal responsibilities in the contract.

Can a cosmetics GMP certificate replace the product safety file?

Production-practice control and product safety assessment or market-placement obligations are different matters. Check destination requirements for the product information file, responsible person, notification and labelling separately. Confirm that the certificate's site and activity scope match actual production.

Can we request halal cosmetics and vegan assessments together?

A common data file can support both requests, but each scheme retains its own criteria. Record decisions on ingredient sources, processing and mark use separately. Check the scheme owners' requirements instead of assuming an ingredient accepted under one will satisfy the other.

What should match before printing a new label?

Review product name, formula version, certified scope, claim wording and mark-use permissions together. The packaged product must match the scope of the supporting evidence. Confirm the current status of the documentation and retain an approved label version before committing to printing.

Practical example

In a fictional cosmetics business, an ingredient supplier changes while a new package is being prepared. The team compares the ingredient's origin with the approved formula and checks the scope of the intended claims. Purchasing approval and artwork approval are linked to the same technical change record, so an old supplier declaration cannot silently support the new product.

This is a fictional example, not an actual client case or conformity decision.
