ISO 30000: Ship Acceptance, Hazardous Materials and Recycling Flows

Ship recycling scope extends from acceptance at the facility to subsequent management of materials and waste. Each vessel's structure and history require consideration beyond a fixed site procedure.

Does ISO 30000 certification demonstrate that a facility may accept any ship?

No. Assess authorisations, capacity, technical capability and vessel-specific hazards separately. Type, size, hazardous material information and proposed methods affect acceptance. A management system certificate does not replace import, environmental or recycling permits. The acceptance file should represent work the facility can actually manage.

Can the standard plan be used when hazardous material information is incomplete?

Identify safety and environmental decisions affected by missing information. Do not assume unknown areas are safe before collecting vessel-specific evidence and obtaining necessary specialist evaluation. A site procedure does not establish the hazards of an individual ship. Base work sequencing and controls on verified information and keep uncertainties explicit.

What arrangements are needed when cutting and dismantling are subcontracted?

Clarify competence, responsibilities, site coordination, working limits and incident reporting. Simultaneous work on several vessels can increase shared resource and hazard interactions. Record the facility management's controls. Outsourcing does not remove the need to communicate the vessel-specific plan or monitor its implementation.

Can recovered metal and hazardous waste be tracked through one dispatch record?

The type, quantity, temporary storage and recipient of each flow must remain distinguishable. Separate tracking may be necessary where mixing or misclassification is possible. Links to the vessel or work package help identify later effects. Verify transport and receiving authorisations for the actual flow; a sales invoice alone may be insufficient.

Are the Hong Kong Convention and ISO 30000 the same certification?

No. The Hong Kong Convention is an international regulatory framework; ISO 30000 is a facility management system standard. The Convention entered into force on 26 June 2025. Determine applicable national and international conditions for the vessel and facility separately. System management can support compliance tracking but does not replace administrative approvals.

What should be prepared for renewal while the facility expands?

Compare new working areas, acceptance capacity, equipment, personnel and waste flows with the current scope. Track permit changes separately. Implement revised emergency and contractor coordination arrangements. Notify the certification body in time and plan additional assessment without assuming that the old certificate automatically covers the extension.
