ISO 45001: Contractors, Temporary Work and Worker Participation

Occupational health and safety relationships extend beyond the payroll. This guide focuses on contractors entering the site, changing tasks and workers' ability to report hazards.

Do we retain ISO 45001 responsibilities when every worker is employed by a contractor?

Determine where work occurs, who controls it and whose instructions apply. Consider the contractor's employer duties alongside your control of the site and activities. Share hazard information, work-start conditions, coordination and incident reporting arrangements. Contract wording alone does not demonstrate effective controls; evaluate statutory duties separately.

Which hazards should a small office assess when there is no production?

Begin with actual working conditions, such as ergonomics, electricity, fire, movement routes, lone working, workload and remote work. Examine employees' tasks instead of applying a generic factory checklist. Include interactions with visitors and services such as cleaning. Connect measures to the identified hazards and risks.

Is appointing a worker representative enough to establish participation?

Representation is a starting mechanism. Examine how workers contribute to risk assessment, changes and incident investigations. Address barriers such as language, shifts, time pressure or fear of negative reactions. Show how suggestions are evaluated and answered. Signed attendance alone does not prove that views influenced decisions.

Does the existing assessment cover short maintenance jobs or hot work?

These tasks may introduce hazards absent from routine production. Review the location, energy sources, simultaneous activities and work team beforehand. Determine isolation, permit and coordination needs under applicable rules. A reference to the general assessment may be insufficient. Clarify responsibility for safe recommissioning from the start.

Does an absence of accidents establish that the system works well?

Accident counts are insufficient on their own. Examine near-miss reports, control failures, safety observations and completion of measures. No reports may reflect safe conditions or barriers to reporting. Check workers' experience of raising concerns and avoid measuring performance solely through past injury totals.

What should be reported when a new construction site opens near certification renewal?

Share the work type, duration, location, personnel and contractor arrangements, and significant hazards with the certification body. Temporary status does not automatically exclude a site. Prepare internal control, competence and coordination records. Sampling and additional audit needs may affect planning; do not assume the existing scope covers all new work.
