CERTIFICATION & COMPLIANCE GUIDE

UTO assessment: connect the confirmed product to accepted technical evidence

Understand national technical assessment through the agreed product, requirements and actual evidence. A test in different support conditions or a rewritten control instruction does not demonstrate the offered construction product.

Agree the assessment question before assembling evidence

Confirm the national technical approval route and the competent body’s product scope. Identify the marketed configuration, intended use, claimed characteristics and manufacturing operations. Ask what assessment basis applies and which requirements must be demonstrated. A generic list of tests cannot replace the body’s assessment of the actual product and specification gap.

Build a requirement-to-evidence map using the agreed basis: each claim points to the relevant drawing, method, sample, calculation, report or implemented control. Mark missing and disputed coverage openly. Check whether the proposed evidence describes the complete supplied configuration rather than a different component or building arrangement; do not assign a universal test sequence from this guide.

02

Different support conditions need a real technical decision

Conditional example: a panel-kit report describes a rigid support and one span, while the offered installation uses flexible supports and a larger span. Compare the actual boundary conditions and the claimed performance. Similar model names do not establish that the earlier result covers the changed configuration; identify the difference before presenting the report for assessment.

Ask the competent body whether the existing evidence is applicable, needs a justified extension, or requires further agreed work. Preserve the original test conditions and trace any additional calculation or testing to the changed case. Editing a report title or an installation drawing does not alter the physical conditions tested or prove an untested performance.

03

Close observations with implemented work and traceable responses

Keep the body’s technical observations, proposed actions and completion evidence linked. Where a manufacturing control is missing, an amended instruction alone does not demonstrate that production now follows it. Record actual implementation and the relevant results or records; let the competent body judge whether those responses satisfy the confirmed assessment requirements.

Kayra can organise the evidence map and response tracking; the applicant provides truthful data and carries out the required product and production work. Laboratories perform their agreed tasks, and the appointed competent body accepts the assessment evidence and decides approval. An organised dossier, site visit or completed preparation milestone is not itself an issued UTO or proof of all later conformity and marking duties.
