Choose UTO preparation support without confusing it with the approval body
Compare national technical approval preparation by concrete deliverables and exclusions. Check the competent body’s actual appointment separately; a consultancy offer, laboratory report or logo does not establish approval authority.
Ask what the preparation contract will actually deliver
Identify the construction product, national route and missing evidence before buying preparation support. A useful contract names outputs such as a specification comparison, model-and-evidence register, gap log or coordination of agreed tasks. Check which information the manufacturer must supply and which production controls it must actually implement; purchasing a dossier does not perform those controls.
Compare the same deliverables and exclusions across offers. Ask who commissions laboratory work, who pays the competent body and who answers technical requests. State whether external reports, site work and later changes are included. A low “UTO certificate” price with no product scope or task split cannot be treated as a complete, comparable approval offer.
A report and a logo do not prove an appointment
Conditional example: a provider offers to arrange a panel-kit approval and shows a laboratory report plus a logo, but names no technical approval body or appointment scope. Keep the laboratory’s test role separate from national technical approval. Ask for the actual issuing body, its Ministry appointment for the relevant role and product area, and the proposed basis for assessing the marketed kit.
Check the Ministry’s current body information and resolve missing scope with the competent body. Do not infer approval authority from accreditation, a subcontractor relationship or a consultancy’s sales page. If the appointment or proposed product scope is unconfirmed, record that uncertainty rather than renaming the test report as an approval or promising that the chosen body must accept it.
Keep service acceptance separate from approval
Agree how each preparation output will be checked: the register identifies actual models, gaps refer to confirmed requirements, and correspondence records unresolved technical questions. Completion of these contracted outputs can be verified without pretending that the product has received UTO. Evidence still needs acceptance within the competent body’s actual assessment scope.
Kayra provides agreed comparison, record organisation and coordination support. The applicant supplies truthful configuration data and implements required controls; laboratories perform their agreed tasks, and the competent appointed body decides technical approval. Subsequent conformity confirmation and marking depend on the applicable national system. No individual provider appointment, fixed price or guaranteed approval is asserted here.
