National technical approval UTO: establish the construction-product scope first
Prepare a national technical approval enquiry from the actual product, intended use and specification gap. Existing component certificates and a novel design do not alone decide the UTO route or approve a building project.
A specification gap must be demonstrated, not assumed
Define the product placed on the market for permanent incorporation in construction works, its intended use and the configuration supplied. Compare that scope with applicable national and harmonised technical specifications. UTO concerns a national technical approval route; Türkiye’s national G framework must be distinguished from the construction-product CE route. A new design or an unfamiliar trade name does not by itself establish that the product falls outside existing specifications.
Prepare a scope comparison showing the relevant specification, its product and use boundaries, and the actual deviation or unaddressed characteristic. Bring that comparison to the appropriately appointed technical approval body to clarify the admissible national route and assessment basis. Do not purchase a generic approval package before clarifying which product and requirements the competent body will actually assess.
A novel joint does not automatically move the whole product to UTO
Conditional example: a manufacturer sells a panel system with a new joint detail and proposes UTO because the joint is unusual. First identify whether the marketed item is a panel, a kit or a construction arrangement, and whether the relevant specification already covers the declared use and characteristics. Supplier certificates for individual panel materials cannot settle the scope of the assembled system, but novelty alone cannot invalidate an applicable specification either.
Keep the joint drawing, supplied components, installation conditions and claimed performance consistent across the scope statement and evidence. If an assessment gap remains, ask the competent body for its actual basis and the relevant evidence. A report on a different joint or support must not be relabelled as the offered system; genuine additional assessment may be required for the unproven connection or configuration.
Approval, preparation and use in a project are different decisions
Check the Ministry’s actual appointment information for the national technical approval role and the relevant product scope; a general laboratory or consultancy label is insufficient. Kayra can organise the specification comparison and evidence gaps, while the applicant supplies truthful product information and implements the agreed manufacturing controls. The competent appointed body decides the national technical assessment and approval within its remit.
Read the issued product description, intended use, performance, production controls and limitations before using an approval as evidence. Complete the applicable national conformity and marking tasks for the confirmed route; do not treat UTO as an ETA or automatic CE permission. Project designers must still compare the relevant declared performance and installation limits with the building’s requirements. Fees and dates depend on that actual scope, usable evidence and outstanding work.
