UTO cost and timescale: quote the actual assessment and production scope
Estimate national technical approval work from the confirmed product, usable evidence and manufacturing operations. Separate body, laboratory and preparation work; two plants or outsourced operations can change the quoted scope.
Define the work before comparing prices
Confirm the national route, product and intended use with the competent body before comparing approval offers. Supply configuration, claimed performance, manufacturing locations and available evidence. Ask what assessment basis and work the body proposes; the label “UTO package” alone does not tell you which product variants, production operations or evidence gaps its price includes.
Separate the body’s quoted assessment work, laboratory work and any agreed preparation service. State which party commissions each task and which deliverables are included or excluded. Do not treat a consultant’s fee as an official tariff or the full project price. This page supplies no verified fixed fee, universal test count or guaranteed duration; a meaningful quotation needs the actual outstanding work.
Two production routes may need different evidence
Conditional example: the same kit is offered from two plants, with a connection operation outsourced at one location. Compare actual materials, configuration and control responsibilities rather than assuming the same catalogue code makes the evidence identical. The existing records may describe only the in-house operation; identify what is missing for the outsourced operation and second production scope.
Ask the competent body which locations and operations the proposed assessment includes and what evidence, visits or further work it requires. Price the confirmed tasks and dependencies, not an assumed extra certificate or a universal visit count. A quotation covering one operation cannot silently be presented as complete coverage of another; record exclusions and agree the effect of any scope change.
Use evidence milestones instead of a promised approval date
Build a schedule from real milestones: scope confirmation, availability of representative samples where required, completion of relevant evidence and controls, submission and responses to the body. Identify who supplies each missing item and what demonstrates completion. A booked assessment date does not prove that external testing, outsourced controls or the approval decision will be finished by that date.
