Choose TSEK preparation by the correct programme and defined outputs
A preparation offer should identify the product, accepted criterion and deliverable evidence. A cheaper TSEK proposal cannot replace an applicable TSE route or promise an issuer decision.
Give providers the same technical brief
Provide the finished product and use, models, manufacturing sites and available evidence before comparing preparation offers. Identify the programme and criterion position confirmed with TSE, including any unresolved point. Ask each provider to state what it will deliver: a requirement/evidence register, defined record corrections, sample/report coordination and support for the agreed application scope.
Distinguish preparation deliverables from laboratory work, applicant implementation and TSE decisions. Specify who obtains missing technical information, who performs tests, who supplies usable samples and how completion is evidenced. A broad promise to “handle certification” is not enough to determine what the preparation price actually includes.
A cheaper programme is not a technical selection rule
Conditional example: one offer proposes TSEK as a cheaper alternative, although the product brief identifies a relevant Turkish standard and its applicability has not been resolved. Do not select the programme just from the lower price. Give TSE the actual product/use and standard information and obtain the appropriate programme position.
Compare offers again on the confirmed basis. If TSEK is appropriate, use its accepted criterion; if a different route applies, revise the scope and evidence plan. A preparer cannot make the product eligible by writing “TSEK alternative” in the contract, nor promise that TSE will accept a privately selected criterion.
Agree the change boundary and acceptance evidence
Record the models, sites and criterion basis covered by the preparation contract and the deliverables that demonstrate its completion. If the company later adds a technically different product, identify the changed evidence needs before extending the work. An unlimited-model promise is not evidence that TSE accepts one report or certificate scope for the added configuration.
Kayra can undertake agreed preparation and coordination; it does not issue TSEK or override laboratory results. Confirm external-party charges, exclusions and responsibility for genuine corrections before agreement. Assess a provider by relevant technical work and clear outputs, not by an assumed accreditation, issuer relationship or guaranteed certification date.
