Who issues TSEK and who prepares the application?
TSE evaluates its TSEK programme and decides certification. A preparer, laboratory or company portal representative has a separate task and cannot turn its own letter into that decision.
Separate the decisions in a TSEK project
TSE determines the applicable programme and accepted criterion and evaluates certification evidence within that programme. The applicant identifies the real product, supplies truthful information and implements manufacturing controls. A laboratory documents the work and results within its report. Kayra can organise preparation and coordinate agreed work; those tasks do not confer the authority to issue TSEK.
Name the decision owner beside each project output: criterion/programme confirmation, laboratory report, manufacturing corrective action and certification result. A consultant’s evidence review is useful preparation, but is not TSE’s acceptance of that evidence. Obtain the actual decision or requested clarification from the responsible party rather than treating every completed task as permission to use the mark.
A private “criteria accepted” letter is not TSE’s acceptance
Conditional example: a preparer sends a signed letter saying “quality criteria accepted”, and the supplier proposes using it as TSEK proof in a customer offer. Identify the issuer, the actual criterion reference and whether TSE has issued a relevant decision or certificate. The letter may record the preparer’s review; its signature does not make it a TSE programme decision.
Keep that review as a preparation record and obtain the programme position from TSE. If certification remains pending, describe the actual status accurately to the buyer and resolve the buyer’s evidence requirement. Do not replace the issuer’s name, add a TSE mark or present a laboratory result as the granted product certificate.
Portal representation does not transfer certification authority
The official BelgeNet portal explains company-representative association and authorised access for product operations. Confirm the current representative and submission instructions for the company concerned. Portal access can allow an authorised person to submit or follow transactions; it does not give that person the power to accept the criterion, approve a laboratory result or grant a TSEK certificate.
Read the scope of the actual issued document and applicable current mark conditions before describing products as certified. A company may hold another TSE product, system or service document whose scope is different. TSE’s published mark procedure requires scope-limited use and stopping use after suspension or termination; verify current programme instructions and status instead of inferring permission from a portal login or old scan.
