Who issues a TSE product certificate and who prepares the file?
Separate TSE’s certification decision from the applicant’s evidence, laboratory work and contracted preparation; portal authority does not transfer issuance rights.
TSE certification is a specific programme decision
A TSE product certificate is issued within TSE’s product-certification programme for its accepted scope. Check the actual holder, product and technical basis, rather than treating any paper bearing a supplier or consultant logo as a TSE certificate. The official TSE record and complete document identify what result has actually been issued.
A laboratory performs its agreed examination and reports results; a consultant may prepare and coordinate the file. These outputs are evidence or preparation, not the TSE certification decision. An organisation’s own management-system certificate or laboratory status does not give its customer a TSE product certificate.
An invoice for finished preparation is not an issued certificate
Conditional example: a preparer invoices “certification completed” after collecting a test result, but no actual TSE decision/document is available. Separate the accepted preparation deliverable from the still-pending programme assessment. Ask what TSE has issued and for which product/site; do not advertise certification using the preparer’s invoice or logo.
One report can support a requirement without completing every product and production assessment. The applicant provides truthful information and implements needed controls or corrections; TSE evaluates evidence and decides within its programme. Open examination or acceptance questions remain open despite the preparer marking its own task complete.
Submission authority and mark use remain bounded
BelgeNet’s company representative association and the actual submission requirements must be arranged through TSE’s current route. A consultancy contract alone does not create that association or transfer TSE’s decision authority. Record who acts for the applicant, who supplies the evidence and who performs each external task.
