CE costs and timing: quote the evidence work and dependencies

Build a product-specific budget and schedule without treating CE marking as a fixed-price licence.

What should be priced separately

Affixing the CE mark itself is not an EU licence fee. The work behind conformity can create costs for technical review, test samples, laboratory methods, design corrections, translation and any required independent assessment. A meaningful quotation starts with the product configurations, intended use and available evidence, rather than a single price for every product.

Separate advisory fees from laboratory and notified-body charges. State what the quote assumes about samples, supplier records, failed tests and retesting. Identify external prices that require a direct quote and conditions that can change scope. A low initial advisory price does not establish the total cost of completing conformity assessment.

A hypothetical schedule with an unresolved sample

A manufacturer requests a completion date while the production sample and final power supply are not selected. A laboratory appointment can be reserved, but a reliable completion estimate needs the test configuration and applicable methods. Record the dependency rather than present the reserved slot as a guaranteed CE completion date.

Create a schedule showing design freeze, sample availability, assessment, corrective work, document approval and required translations. If a component changes after testing, review the evidence before retaining the original estimate. The next action is a controlled sample decision and itemised quotes, with a contingency for technical corrections that cannot be predicted honestly as zero.

Compare offers on the same basis

For each offer, compare variants covered, deliverables, third-party activities and exclusions. Ask whether report ownership and repeat testing are included. Keep a dated estimate linked to the configuration list; an open product change requires a documented update. Do not confuse a commercial payment milestone with the legal point at which conformity can be claimed.
