Attestation of conformity: identify the document and its legal role

Distinguish a voluntary attestation, a test report and a legally required conformity-assessment decision before relying on a document.

Read what the attestation actually states

An attestation is a statement about a defined assessment; its name alone does not establish permission to use CE marking. Obtain the complete document, its annexes, the assessed product identity, stated criteria and issuer’s role. Establish whether it is a voluntary commercial document or an outcome specifically required by the applicable product legislation.

Compare the attestation with the assessment route, rather than judging the seal or design. A private issuer’s accreditation does not itself establish notification for the relevant EU legislation and task. Where an independent body is legally required, verify its designated scope separately. The manufacturer’s declaration and technical documentation remain distinct records.

02

A hypothetical document offered for a mask

A buyer receives an attestation describing a machinery assessment, while the shipment contains protective masks. The document carries an organisation name and registration number. These details do not resolve the product-scope mismatch. Ask for the actual assessment basis for the masks and the issuer’s legally relevant designation if the chosen procedure requires it.

Retain the document and the issuer’s explanation, identifying the mismatch without declaring forgery solely because a voluntary document exists. Reject its proposed use as a substitute for required CE evidence. The next action is to establish the protective equipment’s intended use, relevant requirements and assessment route, then obtain the correct evidence from responsible parties.

03

Define the support requested

A useful review output identifies the exact assertion, the models covered, the evidence relied upon and the remaining legal-role question. Separate a report-authenticity enquiry from a scope review; an authentic document may still concern a different product. Do not enlarge its claim to an entire range without a documented basis.

Kayra may help compare records and organise enquiries under an agreed advisory scope. This does not make Kayra the attestation issuer, notified body or market-surveillance authority. A consultancy summary cannot replace a required independent assessment, and the manufacturer must establish conformity before placing the relevant product on the market.

The records needed to check an attestation’s product scope and issuer role depend on the confirmed scope. Current, consistent and traceable information reduces avoidable revisions.
