Who is responsible for CE: manufacturer, bodies and authorities
Identify who prepares, signs, independently assesses and enforces each part of the conformity process.
No single universal CE issuer
The manufacturer is responsible for conformity and affixing the marking where required. A notified body performs the specific independent tasks assigned by applicable legislation. A laboratory may produce test evidence; it is not automatically notified for a legal decision. Market-surveillance authorities check compliance and exercise their own powers after products are made available.
Identify the legal manufacturer before allocating work. A company commissioning manufacture and selling under its own brand can hold manufacturer responsibilities. A written mandate may assign defined tasks to an authorised representative, subject to the applicable law, but it does not make every importer or adviser that representative.
A hypothetical private-label supplier contract
A distributor sells an appliance under its own brand while the factory says it will “handle CE”. Obtain the manufacturing agreement, branded label, product specification and proposed declaration. Determine who is the manufacturer and what tasks the factory actually undertakes. The commercial phrase does not by itself settle responsibility for the conformity claim.
The next action is to align the contractual work allocation with the legal roles and controlled records. Verify the declaration’s issuer and authorised signatory. If the procedure needs a notified body, name that body and its task separately; do not present the factory’s ordinary test partner as an EU authority.
Consultancy handover
Agree who supplies design evidence, approves technical changes, signs the declaration and keeps the file available. Each output should show the responsible party rather than use an anonymous “CE department”. Record any body decision under that body’s name and scope, and keep consultancy recommendations distinct from official assessment outcomes.
Kayra may assist preparation and coordination under an agreed scope. This page does not claim Kayra is notified, a market authority or an appointed authorised representative. Its support cannot remove the manufacturer’s duties, and independent decisions remain with the legally competent party for the product and procedure.

The records needed to identify CE responsibilities and signing authority depend on the confirmed scope. Current, consistent and traceable information reduces avoidable revisions.
