CERTIFICATION & COMPLIANCE GUIDE

Who decides EN 1090 conformity, declaration and project use?

Separate the notified body’s assigned assessment from the manufacturer’s production control and declaration. Check actual designation and certificate scope; a body number or consultant’s file does not approve every component or project.

Identify the decision before choosing a decision-maker

First define the construction component and applicable conformity system. The manufacturer controls the product and production information; a notified body performs only the assessment tasks assigned to it by the relevant rules and designation. The applicable declaration and CE duties belong to the manufacturer after the required work, rather than to a preparation consultant.

Check the body’s current entry and tasks through the Commission’s official notified-body route, together with the scope and conditions of the actual offered assessment. NANDO lists identification numbers and notified tasks. A familiar logo, accreditation claim or listed number alone does not demonstrate that a particular product, procedure and manufacturing site are covered.

02

A listed body and another plant’s certificate are not enough

Conditional example: a company plans aluminium structural components at a second plant, but presents a production-control certificate describing steel manufacture at its first plant. It also shows the issuing body’s identification number. Compare legal entity, site, material, operations and certificate scope with the planned supply instead of assuming the number extends the certificate.

Ask the issuer to clarify the actual certificate and assessment coverage, and check whether its current designation covers the required tasks. Identify the further assessment or production-control action actually needed; do not infer refusal or acceptance from this example alone. Kayra cannot alter the issuer’s scope decision or certify the second plant by rewriting a file.

03

Keep product conformity and project decisions distinct

Design responsibility, fabrication controls, independent assessment and declaration must have named owners in the actual project file. Record who supplies design inputs and which characteristics the manufacturer declares. An inspection or welding-related document must be used within its real purpose; it is not a replacement for all EN 1090 conformity tasks.

Kayra can coordinate preparation and evidence requests while the designated body decides its own assigned assessment and certification. The manufacturer retains its controls and market duties. Those responsible for the construction project determine suitability for its design and installation conditions; neither a consultancy contract nor a production-control certificate approves the whole project.
