GAR responsibilities: manufacturer, notified body and competent authority
Identify who makes type and production decisions and who remains responsible for the gas product.
The actual product responsibility chain
The manufacturer establishes appliance/fitting conformity, prepares the technical file and applies the required conformity procedure. The notified body performs its designated type and production tasks; competent authorities retain surveillance and enforcement. A technical support provider is not automatically any of these statutory actors.
An importer or distributor using its own name/brand, or modifying a product in a way that may affect conformity, can take on manufacturer obligations. Identify the responsible entity, technical-file access and signing authority. A consultancy contract or original factory certificate does not silently transfer these duties.
Hypothetical case: own-brand heater with a changed gas valve
An own-brand heater supplier changes the gas valve but presents the factory’s earlier type certificate and a preparation invoice as proof that responsibility is complete. Compare the supplied gas train, model, gas conditions and instructions with the approved type and supplements. Identify who authorised the change and who will substantiate the declaration.
Obtain competent change review and the notified-body action required for a change affecting conformity or certificate conditions. Confirm the selected production-stage coverage separately. Do not add a body number or an unrelated approval to make the new plate appear authoritative; record genuine issued decisions and their actual limits.
Declaration, marking and accountable handover
The manufacturer draws up the EU declaration after supported conformity. GAR marking carries the identification number of the body involved in production control and the prescribed year digits. Body decisions, manufacturer declaration and local installation acceptance are distinct records, not interchangeable signatures on one consultant’s template.
Kayra can organise a responsibility map and coordinate file questions within the agreement. It claims no GAR appointment and cannot make the authority’s ruling. The next action is identifying the true manufacturer/signatory and closing the valve change against actual type, production and use conditions before release claims.
