PPE: Selecting Technical Support and a Notified Body
Choose a provider against the required task, not against a promise of a single universal PPE certificate.
Specify the task before the supplier
List the models, risks, category basis and proposed procedure. State who supplies drawings, risk assessment, samples, tests, instructions and production records. Identify whether the quotation covers Module B, C2 or D, or only an administrative or laboratory output.
Check the notified body's legal identity and designation for Regulation 2016/425 and the relevant tasks through official resources. A laboratory report, type-examination certificate and production-quality approval have different purposes; one does not automatically replace the others.
Case: a harness quotation missing production control
Hypothetically, a rescue-harness quotation promises a CE certificate but includes only type examination. If the actual risk and category require B+C2 or B+D, ask who handles the production stage and which equipment/sites it covers. Do not accept an unexplained body number or an unrelated designation as the missing output.
Require written deliverables, exclusions, sample assumptions and decision responsibilities. Treat unresolved variants as dependencies rather than silently included models. Separate the manufacturer’s file and production duties from the body's assessment and decision.
Check independence before acceptance
Article 24 prohibits notified bodies from direct involvement in design and activities, including consultancy, that conflict with their notified assessment independence. A separate invoice does not itself resolve a conflict. Evaluate the actual activity and responsible legal entities before combining services.
Ask Kayra to clarify the requested activity, permitted role and acceptance conditions. Do not infer notification, guaranteed acceptance or an authorised manufacturing task from a commercial quotation. The next useful result is a task-specific written scope with accountable outputs.
Questions for this purpose
Does accreditation alone establish PPE notification?
Verify the actual legal designation and tasks; a general accreditation claim is insufficient.
Is a test report the same as Module B?
No. Laboratory evidence and the notified-body type-examination output are distinct.
Does a separate contract guarantee independence?
No. The actual activities and conflicts must be examined.
