PPE: Protective Claims, Risk Categories and CE Conformity
A protective appearance or a familiar product name does not establish the applicable PPE category. Start with the intended protection and the actual equipment.
Define the protection and product
Regulation (EU) 2016/425 covers equipment worn or held for protection, relevant interchangeable components and certain connection systems. Check its exclusions and the target market. Record the wearer, protected risks, conditions of use, material, sizes and combinations; distinguish product conformity from workplace selection and training.
Annex I classifies risks: Category I covers only its listed minimal risks, II the remaining risks and III its listed risks with very serious consequences. Determine the actual claim before using Article 19: A; B+C; or B with C2 or D, subject to applicable exceptions.
Case: a change in the glove claim
Hypothetically, a supplier markets the same glove for mild household cleaning and an industrial chemical mixture. Do not carry the first claim's category or test coverage into the second. Identify the actual substance, exposure, materials and limitations, and obtain a competent assessment of the changed protective purpose.
Match applicable essential requirements, test evidence and instructions to the actual variants. A generic ISO certificate or voluntary document does not establish product conformity. Do not claim a protection level that the equipment’s evidence does not substantiate.
Prepare a responsible enquiry
The manufacturer establishes conformity, maintains production consistency and issues the EU declaration when the applicable procedure is complete. A notified body performs only its designated tasks. A type-examination certificate is one output, not the manufacturer’s entire compliance file.
For Kayra, state the equipment, market and requested activity. Verify the permitted role, scope and independence before accepting work. This guide does not establish a PPE notification or transfer the manufacturer’s duties; record the actual decision holder.
Questions for this purpose
Does every protective-looking item follow the same route?
No. Intended protection, exclusions and Annex I risks must first be identified.
Does a component document cover every combination?
No. The actual combined equipment and relevant interfaces require applicable evidence.
Is workplace training replaced by CE conformity?
No. Product conformity and duties concerning selection and use remain distinct.
