Who issues TGB and who prepares the application?
Allocate official authority, applicant duties and consultancy accurately.
Applicable scope
MSB's defence-industry security route separates facility-clearance, personnel-clearance and production-permit procedures. The official TGB process belongs to the competent national defence-security authority; the applicant supplies the required information and implements applicable measures. Private consultants do not acquire Ministry authority through accreditation or an ISO certificate.
Records and responsibilities
Record who may sign, hold the file, coordinate personnel matters and receive official requests. Preparation support may review completeness and organise responses. Any official inspection, clearance, suspension or scope decision must be attributed to the actual authority and record, not to Kayra.

Example: a proposal describes Kayra as the body granting TGB. Correct the wording to preparation and coordination, and identify the Ministry decision separately. No appointment as an official issuer or authority, and no guaranteed outcome, is asserted here.
