TGB, KGB and ÜİB: three different functions
Distinguish facility clearance, personnel clearance and production permission.
Applicable scope
TGB concerns the facility's defence-security scope; KGB concerns specified persons; ÜİB is the separate production-permit route. MSB lists these as distinct procedures. A document in one category must not be presented as proof that all other required permissions have been granted.
Records and responsibilities
Map the actual facility, personnel roles, project and controlled production activity to the relevant records. For each, identify holder, scope, status and competent authority. Workplace safety or a fire report serves another purpose again; keep its legal responsibilities alongside, without using it as a substitute.
Example and limits
