Who Issues TSE HYB? Applicant, TSE and Consultant Responsibilities

Distinguish TSE’s HYB certification decision from company application authority and contracted preparation work.

TSE is the certification decision party

The HYB is a TSE service-certification document for its identified holder, workplace and technical scope. TSE evaluates under its programme and decides whether the certificate can be issued or changed. A preparation company’s quotation, project report or logo is not that decision and cannot extend a TSE certificate to another service or branch.

Use TSE’s official company search to compare the claimed HYB with its holder, address, standard/criterion, scope and status. If a supplier describes itself as the issuer, request the actual TSE document and matching official record. A screenshot without the identified scope does not establish who made the certification decision.

The applicant controls truthful information and implementation

The company’s authorised representative completes the official BelgeNet authority/application requirements. The company identifies the real service location, provides accurate records and implements the applicable conditions. Contracting assistance does not make a consultant’s name the certificate holder or transfer the company’s responsibility for its actual service.

Conditional case: the company opens a second workshop, but a preparation report quotes the first workshop’s HYB as covering both. Compare the addresses and actual scope. Ask TSE what scope-change or separate application work is required; the report’s wording cannot make the second workplace certified. Keep the second-site evidence and the existing certificate distinct.

Define the consultant’s deliverable before ordering

An agreed file review can be complete while a TSE review or a company correction remains outstanding.

Do not describe preparation completion as issuance or a guaranteed favourable TSE result. Separate consultant work, official TSE work and the applicant’s corrections in the responsibility table. If the real request is the Ministry of Trade’s SSHYB for a manufacturer/importer network, identify that separate procedure and decision party rather than treating it as TSE HYB.
